No I don't think it's his responsibility to help other people, but he just does it because he is a good person. If you have super you should use them for good, and help people that need help.
If you don't then you would be a coward because you can help people but you just don't want to. I think that that is equal to a villain.

Oooh...excellent observation. Choosing not to help someone, is "choosing" not to be a hero, therefore you are a villian. Interesting.
